Concentration of data, even by well-intentioned governments, may pose unacceptable dangers in the advent of data breaches. Until such time as penalties for the occasional lost laptop, data storage media lost in transit, or similar misadventure are commensurate with the potential damage to a minor, we can only expect the certainty of that loss, and the damage it will cause.
